Chandigarh, April 22
The Haryana Assembly will convene a special one-day session on April 27 in which the state government is likely to introduce a bill aimed at increasing promotion opportunities for Group D employees. The government is also expected to move a censure motion against opposition parties over the recent defeat of a bill related to women’s reservation in the Lok Sabha.
Addressing the media, Chief Minister Nayab Singh Saini accused opposition parties, including the Congress and the Samajwadi Party, of stalling the Constitution Amendment Bill in the Lok Sabha earlier this month. He said the move had obstructed efforts to strengthen women’s representation in legislative bodies.
“The opposition has mocked women’s empowerment by defeating the Nari Shakti Vandan bill. Today, women are playing a greater role in every sphere from family to national development,” Saini said.
He further alleged that opposition parties had insulted women by opposing the legislation and said the country would not forget their stand. He also asserted that the government at the Center has been consistently working towards empowering women.
The Chief Minister said the Haryana Clerical Services Recruitment and Conditions of Service Bill, 2026, will be introduced during the session. The proposed law seeks to increase the promotion quota for Group D employees to clerical posts from 20% to 30%. It also proposes that employees with five years of service will become eligible for promotion and includes a provision for five percent reservation under the ex gratia policy.
The decision to bring the bill was taken during a Cabinet meeting held in Gurugram on Wednesday. Officials said it was the first Cabinet meeting held in the city and focused on promoting investment, with all ministers participating.
The upcoming Assembly session is expected to address both administrative reforms and political developments, with the proposed bill likely to impact career progression for Group D employees across the state.
