The Congress leadership is expected to hold key discussions on Tuesday over the future of its Punjab unit, amid growing speculation about a possible change in state leadership. However, there is no certainty that any decision will be taken or announced immediately.
Sources say senior Congress leader Rahul Gandhi and party president Mallikarjun Kharge are likely to meet Punjab leaders again to review the party’s performance in the recent municipal elections and assess the organisational situation in the state.
Punjab Congress president Amarinder Singh Raja Warring remains at the centre of the discussion, although party insiders insist that no final decision has been made and that reports of a leadership change remain speculative until the meeting concludes.
The debate comes in the wake of the 29 May municipal elections, where Congress won 397 of the state’s 1,977 wards. The Aam Aadmi Party (AAP) emerged as the clear winner with 958 wards, while the Shiromani Akali Dal secured 191, the Bharatiya Janata Party won 172, independents took 251 seats and the Bahujan Samaj Party won seven.
According to party sources, some senior leaders have expressed concerns over the party’s organisational performance, particularly after setbacks in areas such as Gidderbaha, considered a traditional stronghold of Raja Warring. In the town’s municipal council elections, AAP won 17 of the 19 wards.
Insiders claim that former chief minister Charanjit Singh Channi and Leader of Opposition Partap Singh Bajwa have raised the issue of leadership with the party high command. However, after a meeting in New Delhi on 29 May, senior Congress leaders publicly maintained that there was no immediate proposal to replace Warring, who is widely regarded as being close to Rahul Gandhi.
Amid the speculation, former MP Vijay Inder Singla has emerged as one of the names being discussed for the post, along with Channi and Bajwa. While reports suggest that Singla is among the frontrunners, the party has not issued an official confirmation.
The Congress leaders also pointed to some positive results in the municipal polls. The party retained control in Kapurthala where local MLA Rana Gurjit Singh is credited with playing a significant role. Channi’s performance in Chamkaur Sahib and Morinda has also been viewed positively.
Some Congress insiders believe that if senior Congress leader Singla is eventually chosen to lead the Punjab unit, it would further enhance the political importance of Sangrur, which has increasingly emerged as one of Punjab’s most influential political regions. Several prominent leaders, including Chief Minister Bhagwant Mann, Finance Minister Harpal Singh Cheema, Cabinet Minister Barinder Goyal and MP Gurmeet Singh Meet Hayer, are associated with the area.
Within Congress circles, Singla is viewed as a serious contender because of his experience as a former minister, parliamentarian and party organiser. He enjoys influence in the Malwa region and is seen by many leaders as someone capable of working across factional lines within the party.
Despite the ongoing speculation, Congress leaders continue to insist that no decision has been taken to replace the current state president. At the 29 May meeting in New Delhi, attended by Rahul Gandhi, Mallikarjun Kharge, Punjab Congress in-charge Bhupesh Baghel, Raja Warring and other senior leaders, discussions focused on Punjab’s political situation, organisational issues and preparations for the next Assembly elections.
Speaking to reporters after the meeting, Bhupesh Baghel rejected suggestions of a leadership change and said the Punjab Congress leadership remained united. He said Raja Warring would continue to lead the state unit and that the party would fight the next Assembly election collectively against the AAP government.
Baghel also accused the ruling AAP of using unfair means during the municipal elections. Congress leaders maintain that despite the civic poll results, the party remains the principal opposition force in Punjab and believes organisational unity will be essential in its bid to return to power. Whether Raja Warring continues to lead the Punjab Congress or the party opts for a new face will become clearer after the leadership’s deliberations on Tuesday. Until then, speculation continues, but the final decision remains firmly in the hands of the Congress high command.
