Haryana dismisses panchayat department official in Rs 590 crore bank fraud case

Chandigarh, April 24

The Haryana government has dismissed a superintendent of the Development and Panchayats Department in connection with an alleged Rs 590 crore bank fraud case, following an investigation that pointed to a larger criminal conspiracy involving diversion of public funds. Naresh Bhuwani was removed from service under provisions of Article 311(2)(b) of the Constitution after authorities found substantial evidence during the probe. According to an official statement, the action reflects the government’s position on strict enforcement of anti-corruption measures.

“The government has taken strict action in a major financial case by dismissing Naresh Bhuwani,” a spokesperson said, adding that the decision followed a detailed inquiry into irregularities and financial misconduct. The spokesperson said Chief Minister Nayab Singh Saini has directed that corruption at any level will not be tolerated and that action will be taken irrespective of rank or position.

An inquiry committee set up in February 2026 by the department identified discrepancies in accounts linked to IDFC First Bank and AU Small Finance Bank. Based on its findings, the matter was referred to the State Vigilance and Anti-Corruption Bureau for further investigation.

An FIR was registered on February 23, 2026, at the bureau  police station in Panchkula under relevant provisions of the Prevention of Corruption Act and the Bharatiya Nyaya Sanhita.

Investigators found that the case involved an organized financial network in which government funds were routed through shell entities using fraudulent transactions. The probe also indicated that Bhuwani, in alleged collusion with private individuals, created a fake firm to siphon off funds, which were later transferred to personal accounts and used to acquire private properties.

The case remains under investigation, with authorities indicating that further action may follow as more details emerge.
