Delhi Police have busted a fake cosmetics manufacturing racket in northwest Delhi and arrested four men, including the alleged kingpin, officials said on Tuesday. More than 20,000 tubes of counterfeit hair-removal cream were seized during an operation conducted at an illegal unit in Badli.

The accused have been identified as Neeraj Gupta, the alleged mastermind, and his associates, Ravi, Suresh Kumar Rajput, and Dinesh Chandra Sati. Police said the group was involved in manufacturing, packaging, and distributing counterfeit cosmetic products, including hair removal creams, using substandard raw materials.

According to officials, a raid was conducted on April 6 at a unit in Sanjay Gandhi Transport Nagar, where the illegal operation was being run. “A fully functional illegal manufacturing unit was busted where counterfeit cosmetic products were prepared and packed in packaging resembling genuine brands,” a senior police officer said.

Police said thousands of filled and packaged units, along with empty tubes meant for production, were recovered during the raid. Large quantities of raw materials and counterfeit packaging items, including cartons, labels, and wrappers, were also seized.

Investigators said the operation had been running for nearly two years, with the accused sourcing materials locally and supplying finished goods to markets in Delhi and nearby states. One of the accused arranged fake packaging material, while another operated a printing unit to produce counterfeit labels and cartons.

A case has been registered under the relevant provisions of the Bharatiya Nyaya Sanhita and the Copyright Act. Police said further investigation is underway to trace the supply chain and identify others linked to the network.

Authorities said efforts are ongoing to dismantle the wider distribution network and prevent the circulation of counterfeit products in the market.
