Chandigarh, April 29
Haryana Chief Minister Nayab Singh Saini on Tuesday directed all state departments to prepare year-wise timelines for achieving their 2030 targets and launched an artificial intelligence-based planning tool to improve monitoring and implementation of government schemes.
Chairing a review meeting at the Civil Secretariat, the chief minister said setting targets alone is not sufficient and stressed the need for timely execution and regular assessment to ensure that benefits reach people on the ground. The meeting focused on reviewing five-year implementation roadmaps of various departments.
During the session, the chief minister launched the “Vision to Action Artificial Intelligence” tool, designed to clarify departmental planning and streamline reporting. Officials said the tool will help departments track yearly progress and align their work with long-term development goals.
Director General of the Swarna Jayanti Haryana Institute for Fiscal Management, Raj Nehru, said the platform has been developed to support structured planning and ensure uniformity in reports across departments. He added that the initiative will help the state contribute, in a phased manner, towards the Viksit Bharat 2047 goal envisioned by Prime Minister Narendra Modi.
The chief minister directed departments to coordinate with NITI Aayog and emphasised the need for reforms to strengthen implementation. He also called for continuous monitoring of schemes at the ground level within fixed timelines.
On the education front, Saini said the department should align its efforts with the New Education Policy and Haryana Vision 2047. He set a target to increase the Gross Enrollment Ratio in universities to 50 per cent by 2047 from the current level of 31 per cent. He also announced that four new polytechnic institutes will be established in the state to enhance technical education for youth.
Officials from the Industries and Commerce Department presented their roadmap for industrial growth, infrastructure development and innovation. Commissioner and Secretary Amit Agrawal said the state aims to strengthen MSMEs, improve logistics and promote green infrastructure by 2030. He added that the government is targeting investments of around Rs 5 lakh crore by the end of the decade.
To improve ease of doing business, the department plans to roll out the Single Window System 2.0 by May 30, 2026, which is expected to significantly reduce approval timelines. The government also plans to set up 100 skill centres in partnership with industries to boost employment opportunities for youth.
With a focus on clear timelines, technology-driven planning and coordinated reforms, the state government aims to accelerate development and ensure efficient delivery of schemes in line with its long-term Vision 2047 goals.
