Russian President Vladimir Putin has intensified his nuclear rhetoric, warning that Russia would consider using nuclear weapons if attacked by any state with conventional arms. During a meeting with Russia’s powerful security council, he also announced revisions to the country’s nuclear doctrine, according to the news outlet The Guardian.

This warning marks Russia’s strongest signal yet to the West, particularly in response to Ukraine’s desire to launch deeper strikes into Russian territory using long-range Western missiles. Ukrainian President Volodymyr Zelenskyy has been urging allies for months to permit the use of British Storm Shadow and US-made Atacms missiles to target sites deeper within Russia.

Putin specified that Russia might resort to nuclear weapons if it receives “reliable information” about a massive launch of missiles, aircraft, or drones against its territory,  The Guardian reported. He also warned that any nuclear power supporting a strike against Russia would be viewed as a direct participant in aggression—a thinly veiled threat to Western nations.
