The Supreme Court on Monday directed the Chief Secretaries of all states, except West Bengal, Delhi and Telangana, to appear before it for failing to file compliance affidavits in a suo motu case concerning stray dogs. The court warned that costs would be imposed or coercive steps taken if the officers failed to appear at the next hearing. Earlier, on 22 August, the Supreme Court had modified its 11 August order calling for the capture of all stray dogs in Delhi-NCR. The revised ruling allows dogs to be returned to their original locations after being dewormed, vaccinated and sterilised.
The bench also said that dogs showing aggressive behaviour or infected with rabies would remain in shelters. It stressed the need for humane treatment of animals while ensuring public safety.
