Dharamshala, June 24
The Himachal Pradesh Real Estate Regulatory Authority (RERA) has started operations in Dharamshala, aiming to increase transparency and accountability in state real estate development.
RERA Chairman R.D. Dhiman said the authority aims to ensure that development activities are carried out in a transparent and professional manner, particularly in dealings between promoters and allottees.
He stated that registration with RERA is mandatory for projects involving land parcels exceeding 500 square meters or residential developments comprising more than eight flats. In rural areas, the threshold has been fixed at 1,000 square meters. Any developer subdividing and selling land beyond this limit must comply with the legal framework prescribed under RERA.
According to Dhiman, builders are required to submit complete project documentation to the authority, including proof of land ownership, details of services and infrastructure to be provided, and other relevant project information to ensure transparency.
He said the primary objective of RERA is to ensure that all information is disclosed to buyers before allotment and that the promised services and facilities are delivered as committed.
Dhiman noted regional differences, with apartment construction experiencing significant growth in districts such as Solan and Shimla, while Kangra, in contrast, currently has comparatively fewer flat-based housing projects.
He added that many cases involve projects that initially obtain approvals from planning authorities or municipal bodies but subsequently exceed allowed plot or unit limits, making RERA registration necessary.
