Can Sachin Pilot unite Punjab Congress? writes Dr. Kiran Deep

The Congress has turned to Sachin Pilot in the hope of bringing its deeply divided Punjab unit together ahead of the 2027 Assembly election. But with barely months left before the electoral battle intensifies, the bigger question is whether Pilot can resolve the party’s internal differences quickly enough and prevent competing ambitions from weakening its campaign.

Pilot’s appointment as AICC general secretary in-charge of Punjab, replacing former Chhattisgarh chief minister Bhupesh Baghel, came as a surprise and followed prolonged factionalism within the state unit. The change was announced after the Congress high command held discussions on the party’s situation in Punjab and its preparations for the Assembly polls.

Pilot, however, has wasted little time in getting down to work. On Tuesday, he met Congress leader Rahul Gandhi and Congress general secretary Priyanka Gandhi Vadra in New Delhi. The meetings said to be focused on the party’s forthcoming programmes in Punjab and its strategy for the Assembly election.

The meetings are significant because they suggest that Pilot’s Punjab assignment has the direct attention of the Congress leadership. His immediate challenge is to convert that support from the high command into unity on the ground. And that will not be easy.

Punjab Congress has been struggling with competing power centres and leadership ambitions for some time. Former chief minister Charanjit Singh Channi has been openly critical of state Congress president Amrinder Singh Raja Warring and has favoured a change in the state leadership. Leader of Opposition Partap Singh Bajwa has also raised questions about the party’s leadership before the high command.

At the same time, the Congress leadership has so far retained Warring as Punjab Pradesh Congress Committee president. His continuation has been one of the major sources of tension within the state unit. Reports have described the principal divide as being between Warring’s camp and a group of leaders associated with Channi.

Channi welcomed Pilot’s appointment. In a post on X, he described it as an important decision by the Congress high command and extended a warm welcome to the new Punjab in-charge.

Warring has met Pilot on Monday and indicated that Congress leaders would work together. Such statements may provide Pilot with an initial opening, but public expressions of unity are only the first step. The real test will come when questions of leadership, ticket distribution and the projection of a possible chief ministerial face begin to dominate the party’s internal discussions.

Leader of Opposition Partap Singh Bajwa  also met Sachin on Tuesday.  “Had a warm and productive meeting with Shri @SachinPilot ji in Delhi, along with Phillaur MLA Shri @VikramjitMLA ji and Shri Kamal Dhaliwal ji. We discussed strengthening the Congress in Punjab and taking forward our collective vision for the state,” wrote Bajwa in a post on X.

Congress has already paid the price of infighting

The Congress has experienced the consequences of internal conflict in Punjab before.

Ahead of the 2022 Assembly election, the party’s leadership crisis eventually led to Captain Amarinder Singh being removed as chief minister. Charanjit Singh Channi was subsequently appointed to the post. The turmoil also contributed to the exit of several prominent leaders, including Sunil Jakhar and later Amarinder Singh, who joined the BJP.

The electoral result was disastrous for the Congress.The party was reduced to just 18 seats, while the Aam Aadmi Party won 92 seats and formed the government. Several established Congress and Punjab political figures suffered defeats.

The lesson for the Congress is clear, factional battles can quickly become an electoral liability.

The 2024 Lok Sabha election changed the picture

Yet the party has reasons to remain hopeful.The 2024 Lok Sabha election produced a dramatically different picture. Congress won seven of Punjab’s 13 Lok Sabha seats, emerging as the largest party in the state in terms of parliamentary seats. AAP won three, the Shiromani Akali Dal one, while the BJP failed to win any seat. Among the prominent Congress winners were Channi, Warring and Sukhjinder Singh Randhawa.

The result gave the Congress renewed confidence that Punjab could again become one of its strongest states. The decline of the SAD’s vote share and the BJP’s growing presence also altered the political equation. For the Congress high command, the 2024 performance is likely one of the reasons it does not want to take any chances ahead of the Assembly election.

But a Lok Sabha election and an Assembly election are very different contests. Parliamentary voting can be shaped by national issues and broader political alignments, while Assembly elections depend much more heavily on local candidates, organisation, constituency-level networks and the leadership question.That makes Pilot’s job considerably harder.

Why Pilot’s timing matters

Pilot’s biggest challenge may not be designing an electoral strategy. It may be finding enough time to implement one.The Congress has already lost considerable time dealing with internal disagreements. Baghel was appointed Punjab in-charge in February 2025 with the task of strengthening the organisation and bringing senior leaders together. His tenure, however, was marked by continued factional differences.Pilot now has to start almost from scratch.

He must establish relationships with rival camps, understand the strengths and weaknesses of the organisation in different regions, assess the aspirations of senior leaders and build a common campaign narrative.At the same time, he will have to decide how much authority he wants to exercise over the state organisation. Replacing an in-charge is one thing. Resolving the deeper leadership dispute is another.

The question of Warring’s future remains particularly important. If he continues as state Congress president, Pilot will have to work with him while simultaneously addressing the concerns of leaders who want a change. If the high command eventually decides to alter the state leadership, Pilot will have to ensure that the decision does not trigger another round of rebellion.
Either way, there is little room for error.

Multiple CM aspirants could complicate the road ahead

Another challenge is the number of senior leaders who could see themselves as potential chief ministerial contenders. Channi has already served as chief minister. Bajwa is the Leader of Opposition. Warring has built his own political base and has the backing of the central leadership in the state organisation. Other senior leaders also have ambitions and influence in their respective regions.

Keeping all these leaders within one campaign will require considerable political management.

Pilot will have to persuade them that the immediate objective is not to settle the question of who will become chief minister, but to first ensure that Congress wins enough seats to be in a position to form the government.That may be easier said than done. Punjab politics has repeatedly shown that personal ambitions and factional equations can become as important as the larger electoral strategy.

What does the high command expect from Pilot?

Pilot’s appointment appears to be more than a routine organisational change. The Congress has effectively given him a mandate to reset its Punjab strategy at a crucial moment. His meetings with Rahul Gandhi and Priyanka Gandhi on Tuesday, soon after taking charge, underline the importance attached to the assignment.

Pilot is also likely to travel to Punjab and meet senior leaders, legislators and party functionaries as he begins assessing the organisation and preparing the groundwork for the election. His political experience could help. But Punjab is a state where local equations matter enormously, and an outsider cannot simply impose a formula from Delhi.Pilot will have to listen first, negotiate second and act decisively when necessary.

The real test begins now

For the Congress the objective is straightforward, repeat or improve upon its 2024 Lok Sabha performance and convert that momentum into an Assembly victory.For Pilot, the task is much more complicated.He has to bring together leaders who have spent months, and in some cases years, competing against one another. He has to maintain Warring’s confidence while addressing the grievances of those opposed to him. He has to prevent the chief ministerial race from becoming an internal battle before the election campaign even begins.

Most importantly, he has to convince Congress workers that the party has learnt from the mistakes of 2022.Pilot’s Tuesday meetings with Rahul and Priyanka suggest that the high command is closely watching the Punjab operation. But political strategy decided in Delhi will ultimately have to work on the ground in Punjab.

That leaves one central question for the new Punjab in-charge: Can Sachin Pilot unite the Congress quickly enough, or has the party brought in its troubleshooter too late? The answer could determine whether the Congress enters the 2027 Punjab Assembly election as a credible challenger or once again finds itself fighting its own internal battles.
