Aam Aadmi Party leader Baltej Pannu on Wednesday criticized the Center over changes to the rules governing appointments in the Bhakra Beas Management Board, alleging that the move is aimed at gaining control over Punjab’s river waters.
Pannu said the decision to open key positions in the BBMB to applicants from across the country weakens Punjab’s rights and goes against established arrangements. He alleged that the Center is attempting to influence water-sharing decisions by altering the appointment process.
“Under earlier arrangements, these crucial positions were meant for Punjab and Haryana. Now, there is an attempt to take control by placing preferred officers,” he said.
Referring to the revised eligibility criteria under the BBMB Amendment Rules 2026, Pannu said that while preference has been indicated for candidates from Punjab and Haryana, there is no assurance that these posts will be filled accordingly.
He also linked the development to ongoing concerns over water sharing among Punjab, Haryana, and Rajasthan, and warned that the party would consider legal options to safeguard the state’s interests.
“Whether it requires legal action or approaching the Supreme Court, we will fight to protect Punjab’s rights,” he said.
The BBMB oversees the distribution of water from key dams, including Bhakra, Pong, and Ranjit Sagar, which are vital for irrigation and other needs in the partner states.
The issue is expected to remain a point of contention as discussions around water sharing and administrative control continue.
