Former Union Minister of State for Railways Ravneet Singh Bittu used an imported liquor bottle with a bell-shaped cap to take a satirical dig at Punjab Chief Minister Bhagwant Mann, questioning how the Aam Aadmi Party government functions. The word ‘Talli’ has a double meaning in Punjabi, referring to intoxication and to a bell or call bell.

The prop referred to the reported customs-duty controversy at Delhi’s IGI Airport after Mann returned from France with his family. He was reportedly asked to wait for nearly three hours.

Through the symbolism, Bittu criticised what he described as the governance culture under the AAP government. The satire questioned Mann’s alleged conduct and how the state administration functioned.

The bell was used metaphorically to suggest that Mann would summon senior officials, including the DGP, the Chief Secretary and Rajbir Ghuman, to issue directions. Bittu’s satire linked these alleged directions to the registration of cases against political opponents and others, along with action related to drug trafficking, illegal mining and other unlawful activities.

Bittu also alleged a possible flow of illicit money to powerful political figures in Delhi and questioned whose interests the Punjab government served.

The political message focused on accountability, the alleged misuse of official authority and law and order in Punjab. By combining the two meanings of ‘Talli’, Bittu used Punjabi wordplay to criticise the state government. The allegations and implications were part of his political satire.
