Aam Aadmi Party leader and Himachal Pradesh Core Committee member Achal Chhabra has blamed the state government for the prolonged delay in the construction of the North Campus of the Central University in Dharamshala, calling it a major administrative failure. He said the project has remained stalled for over a decade despite the High Court’s intervention.
Chhabra alleged that the government’s failure to fulfill its financial commitments on time had delayed the project. He said the proposed campus would have created employment opportunities, boosted local incomes and provided better educational facilities for students. Describing Dharamshala as an important education hub for students from Kangra, Chamba and nearby regions, he said the project could have significantly strengthened higher education infrastructure.
He also accused the Congress government of neglecting key sectors such as education and healthcare, claiming it had failed to present a clear roadmap for the project over the past four years. He said the public was now demanding accountability and predicted the issue would influence the 2027 Himachal Pradesh Assembly elections.
Chhabra said the Aam Aadmi Party is preparing to contest the 2027 Assembly elections with full strength. He stated that the party is strengthening its grassroots organization and has already formulated its strategy with the central leadership. He expressed confidence that AAP would emerge as a strong political alternative in Himachal Pradesh by focusing on education and healthcare, similar to its governance model in Delhi and Punjab.
