The Delhi government has issued a detailed advisory prohibiting the sacrifice of cows and camels during the upcoming Bakra-Eid celebrations in the national capital. The advisory underlines the legal restrictions surrounding animal slaughter, while urging officials to enforce them rigorously in the interest of animal welfare and public order.
The directive, signed by Dr. Satyabir Singh, Director (Animal Husbandry) and Member Secretary of the Delhi Advisory Board for Welfare of Animals (DAWB), has been circulated to District Magistrates, Deputy Commissioners of Police, Municipal Corporation Commissioners, and other relevant authorities. It calls for strict implementation of existing animal protection laws and vigilance against violations.
The advisory emphasises that camels are not classified as food animals under the Food Safety and Standards Regulations, 2011, rendering their slaughter illegal. Additionally, cow slaughter is explicitly banned in Delhi under the provisions of the Delhi Agricultural Cattle Preservation Act, 1994.
The concern has also been raised over violations frequently witnessed during the transportation and slaughter of animals around the time of the festival. The officials have been instructed to ensure adherence to the Prevention of Cruelty to Animals (Transport of Animals) Rules, 1978, and the Slaughter House Rules, 2001.
The government noted that animal slaughter within municipal limits is permitted only in recognised or licensed slaughterhouses. The advisory warned that illegal animal markets and unauthorised killing sites often emerge in the days leading up to the festival, posing legal and welfare challenges. The instructions, issued with the approval of the Minister (Development), are part of a coordinated effort to uphold the rule of law, safeguard animal rights, and maintain peace during the Bakra Eid observance.
