Association seeks March 31, 2027, deadline, citing material shortages, rising costs
Chandigarh: The All-Haryana PWD Contractors’ Association has urged the Haryana government to extend the deadline for pending road construction projects until March 31, 2027, citing supply chain disruptions, shortages of construction materials, and rising costs. The association estimated that incomplete projects across the state were worth Rs 1,500 crore.
At a meeting held at Nirman Sadan, the association said a large number of projects remained unfinished despite two previous extensions. The deadlines had earlier been extended first until June 30 and subsequently until September 30.
Association Chairman Ashok Jain, President Jai Bhagwan and Vice-President Manoj Chahal said disruptions in global supply chains had affected the availability of essential construction materials, delaying roadwork across Haryana.
They said materials continued to remain in short supply, while prices had risen considerably, making it difficult for contractors to complete projects within the stipulated timeframe.
The association warned that denying a further extension could expose contractors to substantial financial losses. It said significant capital remained tied up in unfinished projects and that many contractors could face a serious financial crisis if the government did not grant the requested relief.
The association sought a one-time extension until March 31, 2027, to enable contractors to complete pending road construction work in view of the prevailing circumstances.
It also called for an extension of the deadline for bitumen imports, identifying the material’s availability as an issue requiring government intervention. Alternatively, it suggested that the government arrange bitumen supplies directly to help ensure timely completion of road projects.
The association appealed to the government to support contractors and facilitate the completion of outstanding work. It said the requested measures were necessary to address the difficulties arising from material shortages, higher prices and delays in project execution.
“If Haryana wants well-maintained, smooth roads, the government must extend a helping hand to contractors,” the association said.
The request comes after two deadline extensions failed to bring a large number of projects to completion, according to the association. The government has been urged to consider the proposed extension and measures concerning bitumen supplies to help contractors finish the pending roadworks.
