FIR filed against all officials named in ADGP Y. Puran Kumar’s suicide note

Two days after the death of senior Haryana police officer Y. Puran Kumar, Chandigarh Police have filed a case against officials named in his final note. The full suicide note of the ADGP was published exclusively by The North News on October 9.

The move came nearly 24 hours after his wife, IAS officer Amneet P. Kumar, lodged a formal complaint accusing senior officials of abetting his suicide. Late on Thursday night, police registered an FIR against “all those named in the final note.”

Amneet Kumar handed over a strongly worded letter to Haryana Chief Minister Nayab Singh Saini in Chandigarh yesterday. She has demanded immediate legal action, suspension and arrest of the accused officials, and permanent security cover for her family.

In the letter, she alleged that “powerful high-ranking officials” of the state police and administration were involved in her husband’s harassment and were attempting to influence the investigation.

Describing her late husband as “a distinguished and decorated police officer,” Amneet said Y. Puran Kumar served with integrity and courage. A recipient of the President’s Medal for Meritorious Service, he was widely seen as a symbol of honesty and discipline.

She also highlighted his role as a “pillar of strength” for the Scheduled Caste community, saying his death had caused “deep sorrow and outrage” and shaken faith in justice and equality.

According to Amneet, her husband’s suicide note names those responsible for creating an “atmosphere of harassment, humiliation and mental torture” that led to his death. She called the note a “dying declaration” and urged authorities to treat it as crucial evidence.

She criticised the delay in action, alleging that the Chandigarh Police was slow to act due to the influence of senior officials. She cited provisions under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, which require swift investigation in such cases.

Amneet expressed fears for her family’s safety, saying the accused might attempt to “malign” them in retaliation.
