HRTC flags unfair tax rules and operational advantages for private Volvo operators

The Himachal Road Transport Corporation (HRTC) has raised concerns over the current system governing private Volvo buses, saying low annual taxes and All India permits are putting additional financial pressure on government transport corporations.
HRTC Vice Chairman Ajay Verma said private operators can now operate buses across the country under an All India permit by paying an annual tax of around Rs 3 lakh. In contrast, HRTC has to pay separate taxes to individual states when entering their territories.
Verma also highlighted the availability of counters for private Volvo operators at Delhi ISBT, while government transport corporations have limited access. He said this gives private operators an advantage and also creates differences in fares. Despite these challenges, Verma said HRTC continues to retain passengers’ trust and enjoys a strong emotional connection with the people of Himachal Pradesh.
He added that the issue has been raised with Union Road Transport and Highways Minister Nitin Gadkari. The matter has also been taken up in court through the Transport Department. Verma said the issue concerns not only HRTC but government transport corporations across the country as well.
