Punjab extends housing amnesty policy, offers relief till March 2026

The Punjab Government has extended its Amnesty Policy for housing and urban development schemes, a move it says will provide relief to thousands of defaulting plot allottees across the state. Housing and Urban Development Minister Hardeep Singh Mundian said the cabinet, led by Chief Minister Bhagwant Singh Mann, approved the extension of Amnesty Policy 2025 for allotted and auctioned plots under various departmental schemes.

Under the decision, defaulting allottees of development authorities can apply for the scheme until 31 March 2026. Eligible applicants will be required to clear outstanding dues within three months of approval by the concerned authority.

Mr Mundian said the move was aimed at resolving long-pending housing-related issues faced by ordinary people. He said many families and institutions had struggled because of accumulated dues and procedural delays, and the extension would give them a practical opportunity to regularise their properties.

“This is a people-friendly decision,” the minister said, adding that those who failed to pay instalments on time or complete construction within the stipulated period had now been given a fair chance to settle dues and obtain additional time.

Under the policy, defaulting allottees can deposit outstanding amounts in a lump sum along with applicable interest, without penalties. Non-construction charges will be reduced by 50%.

For institutional, hospital and industrial plots, including those in IT City SAS Nagar, an extension fee of 2.5% of the allotment or auction price will apply, with up to three years allowed to meet construction and other conditions.

The scheme applies to those who defaulted on instalments due after 31 December 2013 or failed to complete construction within the prescribed timeframe. The minister urged all eligible allottees to take advantage of the extended window.
