New Delhi, August 23

The Department of Posts has announced the suspension of most categories of mail to the United States from 25 August 2025, citing new customs rules introduced by Washington. The move follows Executive Order No. 14324, issued by the US administration on 30 July, which withdraws the duty-free exemption for goods up to USD 800. From 29 August, all postal items entering the US will attract customs duties under the International Emergency Economic Powers Act (IEEPA) framework. Only gift items valued up to USD 100 will remain exempt. The order also requires transport carriers handling international post, or other “qualified parties” approved by the US Customs and Border Protection (CBP), to collect and remit duties on shipments. However, several operational aspects — including the designation of “qualified parties” and duty collection mechanisms — remain unresolved.

As a result, US-bound air carriers have said they cannot accept postal consignments beyond 25 August, citing lack of technical and operational readiness. In response, the Department of Posts said it will continue to accept only letters, documents, and small gifts under USD 100, while suspending all other categories until further clarification from CBP and the United States Postal Service (USPS).

The department said it was closely monitoring the situation with stakeholders and assured customers that efforts were under way to restore services “at the earliest possible opportunity”. Customers who have already booked consignments now affected will be eligible for postage refunds.
