Jaishankar calls for ‘zero tolerance’ to terrorism at UN event

External Affairs Minister Dr S Jaishankar has called for a unified global stance against terrorism, stressing there should be “no impunity to terrorists, no treating them as proxies and no yielding to nuclear blackmail”. Speaking at an exhibition titled “The Human Cost of Terrorism”, organised by India’s Permanent Mission to the United Nations, Jaishankar said terrorism remains one of the gravest threats to humanity and is fundamentally opposed to the values upheld by the UN, including human rights and international norms.

“When terrorism is supported by a state against a neighbour, when it is fuelled by the bigotry of extremism, and when it drives illegal activities, it must be publicly called out,” he said.

Referencing a recent United Nations Security Council (UNSC) resolution condemning a deadly terrorist attack in Pahalgam, Jammu and Kashmir, Jaishankar said the swift international response sends a broader message of “zero tolerance”. The minister stated that the Pahalgam incident’s perpetrators had since been held accountable, reinforcing the need for coordinated international action. “Any state sponsorship must be exposed and must be countered,” he said. “By now, we know well that terrorism anywhere is a threat to peace everywhere.”

He described the exhibition as a solemn tribute to those who lost their lives to terrorism, calling it a “modest yet resolute effort to give voice to those who can no longer speak”. The exhibit, he added, is a remembrance of “lives shattered by the scourge of terrorism” and a testament to human courage.  “This is not merely a presentation of images, videos and testimonies,” Jaishankar said. “It is a gallery of human courage. Each moment, each memory, each artifact and every word tells the story of a life – interrupted, altered, or lost.”

He concluded by urging the global community at the UN to not only remember the victims but to renew its commitment to act decisively against terrorism and defend shared values and rights.
