Himachal primary teachers warn of statewide agitation if new complex system not withdrawn by Sept 5

The Himachal Pradesh Primary Teachers’ Association on Thursday warned of launching a wider agitation against the state government if the New Complex System is not withdrawn by September 5. Addressing a press conference in Shimla, State President Ramesh Sharma said the association’s protest, which began on July 11, would continue until the government rolls back the new system.

Sharma said that after the primary teachers’ march reached Shimla on July 25, a meeting chaired by Chief Minister Sukhvinder Singh Sukhu was held at the State Secretariat. During the meeting, the government decided to constitute a joint committee comprising representatives of the Primary Teachers’ Association and senior officials to examine the teachers’ demands and submit its recommendations.

However, he alleged that the formation of the committee was delayed despite the government’s assurance. Referring to the meeting held on August 5, Sharma claimed that several organisations with no direct connection to the New Complex System were invited to participate in the discussions. He maintained that primary teachers are the worst affected by the proposed arrangement and should therefore play the leading role in consultations on the issue.

Sharma further alleged that while the Education Department had expected other teachers’ organisations to support the New Complex System, the proposal instead faced opposition from multiple associations.

According to him, the TGT Association, C&V Teachers’ Association, Science Masters Association, TGT Arts Association, School Lecturers’ Association, Rashtriya Shaikshik Mahasangh and the Himachal Pradesh Teachers’ Federation opposed the policy, terming it a “New Jugaad System.”
The association said its relay hunger strike would continue until the government withdraws the New Complex System. Sharma warned that if no decision is taken by September 5, the agitation would be intensified and expanded into a more decisive statewide movement.
