The complaint has been filed at the Dharamshala police station against Congress national president Mallikarjun Kharge over his remarks referring to Prime Minister Narendra Modi as a “terrorist”, officials said on Thursday.

Himachal BJP media co-incharge and advocate Vishwachakshu submitted a written complaint seeking registration of an FIR and legal action against Kharge. According to the complaint, Kharge allegedly made the remarks during a press conference in Chennai on April 21, 2026, and also stated that his party does not believe in the principle of equality. The complainant termed the statement an insult to the office of the Prime Minister and claimed it could hurt the sentiments of citizens.

The complaint further alleged that such remarks could create hostility and hatred and disturb public order. It urged the Station House Officer of Dharamshala to initiate action under relevant provisions of the Bharatiya Nyaya Sanhita.

The complainant also stated that no one should be allowed to make statements that undermine the dignity of constitutional institutions, adding that such comments reflect irresponsible political conduct.
