The alleged suicide of ADGP Y. Puran Kumar has triggered a national outcry, casting a spotlight on how senior officers are treated within the system and raising troubling questions about institutional accountability. The North News has decided to publish the full suicide note of the officer, bearing in mind the sensitivity of the case and the principles of natural justice. The public has a right to know why he took this drastic step and whom he held responsible for it.

In his detailed typed note, recovered from his residence in Chandigarh on Tuesday evening, Kumar names several senior police and IAS officers, accusing them of caste-based discrimination, public humiliation and sustained mental harassment — which, he alleged, drove him to take his own life.

FINAL NOTE
dated: 07.10.2025
Subject: Continued blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities by concerned senior officers of Haryana, since August 2020 which is now unbearable.

Primarily all that I expected and requested vide various representations and complaints was equity of treatment as an IPS officer of Haryana Cadre with regard to certain specific issues like application of PPR rules for places of worship to all IPS officers uniformly, timely sanction of earned leave, allocation of official vehicle as per entitlement, official accommodation as per standing order of DGP office, application of MHA guidelines and rules for promotion and cadre management of IPS officers as per rules and other issues. Instead of addressing the same, all the representations and complaints in this regard were ignored and are being used vindictively and in a revengeful manner against me in a malafide manner.

This is clearly in continuation to the caste-based discrimination, public humiliation, targeted mental harassment and atrocities by Sh Manoj Yadava, IPS (1988 Hry), the then DGP Haryana which started when I visited a temple in a police station in Ambala in the year 2020, which is a matter of record and is in notice of all concerned. The caste-based discrimination, mental harassment, public humiliation and atrocities started by Sh Manoj Yadava, the then DGP Haryana, continues against me till date by other officers of Haryana Cadre. Sh Rajeev Arora, IAS (retd), the then ACS Home did not even sanction me earned leave on time due to which I could not even visit my father for the last time before his death. This caused me continued immense pain and mental harassment and is an irreparable loss till date. This was also intimated to all concerned in writing, including to the then Chief Secretary of Haryana, but no action was taken.

Sh Yadava’s batchmates Sh TVSN Prasad, IAS (retd), the then ACS Home, and Sh P.K. Agrawal, IPS (retd), the then DGP Haryana, continued with the same attitude towards me which is a matter of record and related representations/complaints are in official record and has also been brought to the notice of all concerned in writing.

All my complaints and representations are a matter of record and are documentary proof and evidence of the continued and targeted mental harassment and atrocities I had to go through for years together. A detailed meeting was chaired by the then Hon’ble Home Minister Shri Anil Vij and attended by Sh TVSN Prasad, IAS, the then ACS Home, and Sh Shatrujeet Kapur, IPS DGP Haryana on 07.11.2023 and was also documented vide memo 1468 dated 14.11.2023 of IGP Home Guard, Haryana, but no action has been taken on most of the issues including ex-post facto sanction of approx. 140 places of worship on Police premises, refixation of effective date of promotion of 2001 batch IPS to 01.01.2015 as was done for 1990 batch IPS, safety and security concerns, etc. which are a matter of record. Even Dr M.F. Kiran, IPS (1996 Hry) ridiculed me in public for being posted on an ex-cadre post.

…/IGP/HPA dated 30.12.2024. However, the matter is still pending despite blatantly being devoid of any merit. It was only intended to harass me and humiliate me in public view.

Specific Roles of the following needs to be highlighted:
Sh Shatrujeet Kapur, IPS DGP Haryana:

• While Sh Kapur “managed” to get his arrears with effect from 01.01.2015, he objected to me getting arrears on similar grounds. This was done in front of the then Home Minister Sh Anil Vij and Sh TVSN Prasad, IAS, the then ACS Home. And after which, till date my batch i.e. 2001 batch was not given the arrears which is causing huge cascading financial losses and has been raised multiple times with the competent authority in writing as detailed above.
• While allotting official accommodation to me in Panchkula, additional rules were applied only to me and also a false affidavit was filed by Smt Kaala Ramachandran, IPS on behalf of DGP Haryana stating falsely that there existed a police guest house adjacent to CP Office in Faridabad.
• Official vehicle was withdrawn by DGP office in November 2023 only to harass me and the same was also put in writing as detailed above.
• Sh Kapur DGP Haryana had made certain comments in my APAR for the period ending 31.03.2024 which are factually incorrect, purely imaginary, unsubstantiated, loaded with his personal prejudice and in violation of Principles of Natural Justice and also humiliated me in public view by needlessly sending the communication to me by WAN which was also brought to the notice of ACS Home in writing as detailed above. Sh Kapur even made casteist comments in writing in my PAR which is a documentary proof of his mindset and deliberate and continued harassment I have been undergoing. This was deliberately done only to humiliate me in public view and harass and insult me.
• Baseless and mischievous anonymous and pseudonymous complaints were being deliberately entertained and circulated to various authorities only to humiliate me in public view and harass and insult me.
• Deliberate attempts to initiate disciplinary proceedings against me was visibly conspired on a matter on which the jurisdiction was with the Hon’ble ECI and nothing has been received in writing from the ECI in this matter. Also concerned officers in DGP office also conspired to leak the matter in media to humiliate me in public view and harass and insult me. This was also brought to the notice of all concerned and the note issued by Sh Khullar, CPS to CM is a documentary proof of the same and the details could be ascertained from the concerned file.

However, having waited for sufficient time after explaining to concerned of the factual position on all the matters and with no response, it has now left me with no other option but to take this extreme step as I am extremely concerned for the safety of my family and hope and pray to GOD that this animosity towards me ends with me now. Unlike the inaction on my earlier complaints and representations which is a matter of record, I hope detailed inquiry…

Sh Amitabh Dhillon, IPS ADGP (1997 Hry):

• Sh Dhillon conspired to initiate proceedings against me for seeking information under RTI. The same has also been raised with the competent authority in writing as mentioned above, but no action has been taken till date.
• He was instrumental in withdrawing the official vehicle on my transfer to the post of IGP Telecom in November 2023. The harassment and humiliation in public view continues unabated by virtue of his continued posting in DGP office for years together. The same was brought to the notice of all concerned in writing and is a matter of record, but no action has been taken till date.
• Emboldened by such inaction, Sh Dhillon being part of the committee which was supposed to inquire into the complaints submitted by me had deliberately not done the inquiry as per rules. The same has been mentioned above.
• Sh Dhillon even went on to act mischievously and in a malafide manner and termed my salary savings deposits as suspicious cash entries only to humiliate me in public view, harass and insult me. The same was also brought to the notice of all concerned in writing, including the then ACS Home and CS Haryana, which is a matter of record and detailed above, but no action has been taken till date.

Sh Sanjay Kumar, IPS ADGP (1997 Hry):

• Sh Sanjay Kumar, being posted in the Police Headquarters of Haryana for years together, had been instrumental in manipulating documents in a way so as to harass me and humiliate me in public view. He along with Sh Kapur and Sh Dhillon were part of the conspiracy to leak information to the media regarding the departmental proceedings being contemplated against me, which never happened. This was done only to humiliate me in public view, harass and insult me. This matter has been brought to the notice of the competent authority in writing but no action has been taken till date.
• He was also member of the committee to inquire into the complaints submitted by me and had deliberately not done the inquiry as per rules. The same has been mentioned above.
• The grossly misleading and faulty annual property declarations made by him were also brought to the notice of the competent authorities vide memo no. 1388-90 dated 01.10.2024 submitted through DGP Haryana vide no. 1396 dated 01.10.2024 of the office of IGP Telecommunications. But no action has been taken on the same.

Sh Pankaj Nain, IPS IGP (2007 Hry):

• Sh Pankaj Nain was an active accomplice in the conspiracy along with Sh Kapur and Sh Dhillon to generate, circulate baseless and malafide anonymous/pseudonymous complaints against me. The same was brought to the notice of all concerned in writing.
• He even went on to mischievously and in a malafide manner term my salary savings deposits as suspicious cash entries only to humiliate me in public view, harass and insult me.

…for which Dr. C.S. Rao, IPS (1995 Hry) is a witness. This has had the biggest impact on me, which is also one of the primary reasons for me taking this extreme step.

The caste-based discrimination, public humiliation, targeted mental harassment and atrocities are being continued by Sh Shatrujeet Kapur, DGP Haryana, Sh Amitabh Dhillon, IPS, and Sh Sanjay Kumar, IPS and others at the office of DGP Haryana on each and every matter pertaining to me which includes official vehicle (vide memo no. 5421 dated 23.03.2024 and 426 dated 26.03.2024 of the office of IGP Telecom), official accommodation, filing false affidavit in CWP 17439 of 2023 by Smt Kala Ramachandran, IPS (1994 Hry) and other issues.

These acts have also been highlighted to all competent authorities but no action has been taken till date. This harassment has been continuing for months together. While other officers of DGP Haryana are allowed official accommodation as per standing orders of DGP Haryana, additional conditions were applied to me alone. This matter has also been given in writing to Sh Kapur DGP Haryana based on RTI information. Vide memo no. 918-919 dated 21.06.2024 this discriminatory and selective interpretation of rules has been highlighted to all concerned through proper channel but no action has been taken on the same till date.

Sh Amitabh Dhillon, IPS (1997 Hry) even attempted to start a malafide proceeding against me for filing RTI information which has also been brought to the notice of ACS Home vide complaint memo no. 661 dated 21.05.2024 of the office of IGP Telecom. No action has been taken till date. This has blatantly emboldened Sh Amitabh Dhillon, IPS (1997 Hry) along with others concerned to continue to cause targeted mental harassment to me and public humiliation.

In addition, mischievous anonymous and pseudo-anonymous complaints against me are being malafidely generated, floated and processed by above mentioned officers for months together to publicly humiliate and embarrass me and damage my reputation. Example of the same being memo no. 6067/Estt(1)-4 dated 30.05.2024 of office of DGP Haryana which was received in office of ACS Home on 31.05.2024 and later intimated to concerned vide no. 11/5/2024-2HG1 dated 03.06.2024 of ACS Home, Govt. of Haryana. This complaint was also sent to SSP/UT Chandigarh by DGP Haryana. In response to the same, SSP/UT Chandigarh vide no. 1765/UT/HAC dated 20.03.2024 had returned the said complaint to DGP Haryana. The details of which are mentioned in DGP Haryana’s memo no. 6067/Estt(1)-4 dated 30.05.2024.

In blatant violation to the instructions of Chief Secretary of Haryana issued vide No. 62/46/2020-6GS-1 dated 01.02.2021, Sh Rastogi, IAS the then ACS Home, Sh Kapur, Sh Amitabh Dhillon, IPS and Sh Pankaj Nain, IPS DIG (WAQE Board land leased) have conspired to generate and malafidely circulate similar anonymous/pseudonymous complaints against me in official channels to the extent of baselessly suspecting the due declarations made to the Govt. of Haryana. Whereas, such anonymous complaints ought to have been filed at ACS Home level or DGP Hry level as per instructions of Chief Secretary of Haryana issued vide No. 62/46/2020-6GS-1 dated 01.02.2021.

This was also intimated to Sh Anurag Rastogi, IAS, the then ACS Home vide DO letter no. 1218 dated 21.08.2024 of IGP Telecom. However, these officers mischievously invaded my privacy and even went on to term my salary savings as suspicious cash entries, despite the same being regularly declared to Govt and also declared in my annual property returns, which is a…

The confidential letters in this regard have been “mis-handled” and also the timelines mandated in the entire process are not being adhered to, thereby “vitiating” the entire process. In this regard, a humble reminder and request has been made to ACS Home, Govt of Haryana vide memo no. 28/IGP/HPA dated 03.02.2025 requesting that the final decision taken by the competent authority on my representation dated 30.10.2024 may kindly be disclosed and intimated without any further delay as it is already delayed beyond the timelines mandated in the All India Services (Performance Appraisal Report) (Amendment) Rules, 2019.

Also, appropriate action may kindly be considered to be initiated against concerned in the office of ACS Home (IT Cell(H)) and concerned in the office of DGP Haryana for allegedly “mis-handling” the communications related to APAR representation of a senior IPS officer.

In reply, office of ACS Home vide no. IT/19/2024-ITCell(Home) dated 13.02.2025 had intimated that the matter is under consideration with the Government, however, till date no action has been taken in this entire matter, which is a matter of grave concern. It is also a matter of fact that all matters related to PAR representations need to be finalised in a time-bound manner, which is being blatantly violated and this is not only harming me professionally but also causing enormous harassment, for no fault on my side.

On 8.11.2024, Sh Kulwinder Singh, IPS IGP HAP intimated me telephonically that Sh Kapur, DGP Haryana had ordered to withdraw a police official temporarily attached with me. Earlier also I had requested not to do so vide memo no. 1482 dated 23.10.2024 of IGP Telecom. The very next day i.e., on 9.11.2024 Sh Kulwinder Singh again called me around 6.46 pm briefly and warned me to be careful and cautious as Sh Kapur, IPS DGP Haryana, Sh Dhillon, IPS, Sh Sanjay Kumar, IPS and others concerned are totally geared up to harm me and my family. Subsequently I met Shatrujeet Kapur, IPS DGP Haryana in his office on 13.11.2024 but he was very adamant and sounded extremely revengeful and vindictive.

I had even met Sh Rajesh Khullar, IAS (retd), CPS to CM Haryana on 15.11.2024 in his camp office to request him to kindly intervene and put an end to this continued caste-based discrimination, targeted mental harassment, public humiliation and atrocities being committed against me.

Sh Khullar seemed convinced after having seen the documentary evidence shown to him on all the above matters. Subsequently, I had again met Sh Khullar on 27.12.2024 in his office when it came to my notice from a local media article published on 26.12.2024 that some proceeding to consider issuing a charge sheet was underway. Sh Khullar himself had shown me that the matter was approved in a routine manner and was contrary to what he had thought.

Immediately, he dictated a note to ACS Home to keep the proceedings in abeyance and re-examine the entire matter in light of the supplementary comments submitted by me and put up by 10.01.2025. Even in this issue, the details of which were confidential and confined to the offices of ACS Home and DGP Haryana, got published in the local media before the matter was even finalised, which has definitely damaged my reputation and humiliated me in public view. This is the extent of targeted vindictive and revengeful mental harassment, humiliation and atrocities being committed against Scheduled Caste officers like me, specifically by Sh Kapur, Sh Dhillon and Sh Pankaj Nain by blatantly misusing their official positions and authority, thereby compelling me to take this extreme decision today.

It is sincerely urged that at least the Chief Secretary, Govt of Haryana discourages such mischievous, vindictive anonymous/pseudonymous complaints and files the same as mandated by the instructions issued vide No. 62/46/2020-6GS-1 dated 01.02.2021 instead of being part of such “conspiracy”.

No action has been taken on the complaint against Sh Amitabh Dhillon, IPS submitted vide memo no. 1249-52 dated 29.08.2024 which clearly is a proof of prejudicial treatment against me while no action is being taken against others — which is a clear indication of the entire conspiracy against me.

Whereas complaints filed by me were not even inquired into as per principles of natural justice. Instead, complaints were dealt with by Sh Amitabh Dhillon IPS (1997 Hry) and Sh Sanjay Kumar IPS (1997 Hry) and had one-sidedly sent their report contrary to the principles of natural justice. They neither recorded the statements of complainant i.e., me, or accused or witnesses or collected any documentary evidence which clearly depicts their prejudice.

The same matter of the four-member committee was also referred by the Hon’ble National Commission for Scheduled Castes, but no action has been taken till date on the original complaint for FIR.

Absolutely no action has been taken on any of my complaints despite being referred to by other higher authorities, which speaks volumes in itself on the prejudice of concerned in DGP office and all concerned. The matter was again discussed in detail with Sh Anurag Rastogi, IAS, ACS Home, Govt of Haryana on 08.08.2024 and also written DO letter vide no. 1211 dated 21.08.2024 and DO letter written vide no. 1375 dated 25.09.2024 and others, but no action has been taken till date on any of the issues.

Instead, he had one-sidedly filed representations/complaints submitted by me without even giving me an opportunity to put forth my statement and documentary evidence, which is a proof of his inherent prejudice and vindictive attitude against me. My arrears (both 2001 officers belonging to Scheduled Caste) dues as detailed vide DO no. 1211 dated 21.08.2024 have not been given by Sh Rastogi, IAS ACS Home despite notice from the Hon’ble National Commission for SCs, which is proof of the level of caste-based prejudice of concerned which clearly is a proof of the entire conspiracy against me.

Despite any of the issues raised by me not being addressed by the Competent Authority till 31.03.2024, Sh Kapur, DGP Haryana had made certain comments in my APAR for the period ending 31.03.2024 which are factually incorrect, purely imaginary, unsubstantiated, loaded with his personal prejudice and in violation of Principles of Natural Justice.

Due representation to expunge and delete the said comments from my APAR has been submitted to ACS Home, Govt of Haryana vide memo no. 1495 dated 30.10.2024 of IGP Telecom, which is self-explanatory. The said appeal is pending with Home Department of Haryana after comments being sought from DGP Haryana vide memo no. IT/19/2024-ITCell(H) dated 12.11.2024 of ACS Home, Govt of Haryana. The said representation of the undersigned was mishandled by concerned in the office of ACS Home and DGP Haryana so as to humiliate…

It is a matter of record that all officers mentioned above — the IPS officers detailed above and also the other IAS and IPS officers mentioned above — are responsible for compelling, abetting and forcing me to take this extreme step due to their actions as mentioned above and also detailed in the complaints which are a matter of record.

Now, this continued discrimination by not giving me my arrears, posting on non-existent posts, not finalising the representations including PAR related representation which are strictly time bound, humiliating, harassing and insulting me in public view, deliberate and continued attempts to initiate false, vexatious and malicious proceedings against me as detailed above, that too based on anonymous/pseudonymous complaints and also on matters where the competent authority i.e., ECI has not asked for any action, and also leaking information by WAN and in the media as detailed above to humiliate, harass and insult me in public view have compelled me to take this extreme step as I cannot bear this any longer.

Specifically, Sh Shatrujeet Kapur, IPS DGP Haryana continues to harass me by instigating Sh Narendra Bijarniya, IPS SP Rohtak to malign my name and reputation by his actions and inactions by not taking action on the specific reports sent by me to DGP Haryana against Sh Bijarniya which has emboldened him to malign my reputation, make ultra vires orders, etc.

Even during the interim period I thought over carefully and was convinced that I cannot bear this continued and concerted conspiracy of concerned to continue with caste-based discrimination, public humiliation, targeted mental harassment and atrocities any longer and hence this final decision to end it all.

In another development, a day after Haryana IPS officer Y Puran Kumar allegedly died by suicide in Chandigarh, a Rohtak-based liquor businessman claimed he had received a call from the “IG office” in June asking him to meet a junior officer. At the time, Kumar was serving as IG (Rohtak Range). Police officials said an FIR has been registered at Urban Estate Police Station against Head Constable Sushil Kumar from Yamunanagar on bribery charges.

Meanwhile, Kumar’s wife, Anmeet P. Kumar, has filed a formal complaint accusing Director General of Police (DGP) Shatrujeet Singh Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarniya of abetting her husband’s suicide.

So far, we have not received any comment from the senior officials named in the note. Their response is essential, and we will publish their statements as and when they are issued. Meanwhile, the Chandigarh Police is continuing its investigation into the case. Any official findings will be reported in full as they emerge.
