NIA files first chargesheet against Tahawwur Rana

National Investigation Agency (NIA) has filed a supplementary chargesheet against Tahawwur Hussain Rana, a Pakistani-origin Canadian national, in connection with a long-standing terror conspiracy involving Pakistan-based terror groups Lashkar-e-Taiba (LeT) and Harkat-ul-Jihad-e-Islami (HUJI).  Filed before the NIA Special Court at Patiala House in Delhi, the document outlines Rana’s alleged role in a criminal conspiracy to launch terrorist attacks in multiple Indian cities. He is accused of working in concert with David Coleman Headley—one of the key planners of the 2008 Mumbai attacks—and others affiliated with LeT and HUJI.

The chargesheet, submitted under Case RC-04/2009/NIA/DLI, includes new material gathered by the NIA in connection with Rana’s extradition proceedings. According to the agency, this supplementary filing provides further evidence to strengthen the case against Rana and complies with a court order dated 6 June 2025 regarding the supply of procedural documents under Section 207 of India’s Criminal Procedure Code (CrPC).

Rana, who is currently facing extradition from the United States, has long denied any role in terrorism. His involvement was flagged by US authorities following Headley’s confessions during investigations into the Mumbai attacks. Further investigations into the case are ongoing, the NIA said in its statement, which did not specify a timeline for trial proceedings.

The case represents one of India’s longest-running international counterterrorism probes, with investigations stretching back over a decade.
