Minister of External Affairs, Dr S. Jaishankar, on Friday announced the upgrading of Embassy of India (Kabul), reaffirming New Delhi’s commitment to Afghanistan’s stability, development, and security. Speaking after his meeting with Afghanistan’s, Jaishankar emphasised the shared threat of cross-border terrorism. “We have a common commitment towards growth and prosperity. However, these are endangered by the shared threat of cross-border terrorism that both our nations face. We must coordinate efforts to combat terrorism in all its forms and manifestations,” he said, appreciating Afghanistan’s solidarity after the Pahalgam attack.
Jaishankar reiterated India’s support for Afghanistan’s sovereignty, territorial integrity and independence, calling closer cooperation “vital for regional stability and resilience.” He announced that India’s Technical Mission in Kabul would be upgraded to a full embassy.
The minister outlined a broad development agenda, including maintenance of ongoing Indian projects and support for new initiatives in health, humanitarian relief, and education. India will provide 20 ambulances, MRI and CT scan machines, vaccines, and cancer medicines to Afghan hospitals. Five ambulances were symbolically handed over during the meeting.
India will also deliver additional food aid, contribute to rebuilding earthquake-hit homes, and construct residences for forcibly repatriated Afghan refugees. Jaishankar said India remained committed to supporting their dignity and livelihoods.
He also highlighted areas for cooperation in water management, irrigation, trade, mining, education and sports. Noting increased Kabul–New Delhi flights, he said educational opportunities for Afghan students would be expanded and India would continue supporting Afghan cricket.
In April 2025, India introduced a new visa module for Afghan nationals, increasing visas issued in medical, business, and student categories.
