Haryana CM to Launch Paperless Revenue Administration System Next Month

Haryana will launch an automated revenue administration system next month in a major move towards paperless and citizen-focused governance. The new system will integrate mutation, registration and record management on a single digital platform to make land-related services faster and easier for citizens.

The decision was reviewed on Friday at a high-level meeting chaired by Financial Commissioner Revenue and Disaster Management, Sumita Misra, with Divisional Commissioners and Deputy Commissioners, according to an official statement.

Misra directed officials to deploy nearly 1,900 newly trained patwaris across districts at the earliest. These officials will handle Aadhaar integration with land records, updation of Lal Dora maps, land demarcation using rover-based technology, and verification of digital data under AgriStack.

Lal Dora refers to land falling within village habitation areas that is used for non-agricultural purposes.

Misra instructed Deputy Commissioners to clear all pending online demarcation cases within the prescribed timelines. She said no case should remain pending for more than five days.

“There should be zero tolerance for delays beyond the prescribed period,” Misra said while asking district administrations to eliminate backlogs through continuous monitoring and accountability.

The state has already made progress under its paperless registration system. More than 3.23 lakh applications have been processed so far, with nearly 84 per cent approved.

Around 85 per cent of geo-referenced villages have been uploaded on the Bhu Naksha portal, improving access to accurate land records across the state.

The review also noted progress in agricultural digitisation. Work on the AgriStack Farmer Registry is progressing steadily, while the Digital Crop Survey has reached 54 per cent completion.

Updation of Jamabandi records has reached nearly 86 per cent. Officials have been asked to expedite the disposal of the remaining cases.

Special emphasis was placed on Khana Kasht cases, which record details of cultivators in land records. Misra directed officials to follow standard procedures and ensure that such cases are resolved quickly under the supervision of Divisional Commissioners and Deputy Commissioners.

Under the new automated system, citizens will be able to upload documents online, access records digitally and receive faster approvals. Officials said the move is expected to reduce the need for repeated visits to government offices and cut delays in land-related services.

The meeting also reviewed the Yuva Aapda Mitra Scheme, aimed at improving grassroots-level disaster preparedness.

More than 5,000 youth volunteers are being trained under the scheme and provided with Emergency Responder Kits and insurance cover. Training has already been completed in Sonipat and Kurukshetra. The programme is now being expanded to Gurugram, Faridabad, Nuh, Rewari, Yamunanagar and Panchkula.

Officials have directed districts to ensure the timely distribution of kits and maintain proper documentation as the programme expands across the state.

The automated revenue system is expected to go operational next month and is likely to mark a major shift in how land records and revenue services are managed in Haryana.
