Punjab Chief Minister Bhagwant Singh Mann has secured an investment commitment worth ₹400 crore from Japanese firm Toppan Speciality Films Private Limited (TSF) during the second day of his overseas tour. The state government and TSF signed a Memorandum of Agreement on Wednesday, outlining plans to expand the company’s existing manufacturing operations in Punjab and establish a Skilling Excellence Centre aimed at training local youth.

Chief Minister Mann said the centre would focus on industry-aligned skill development, including high-end technical training and certification designed to meet domestic and global standards. The partnership will also support apprenticeships and potential employment opportunities within TSF and other major industries operating in and around Punjab.

According to the Chief Minister, TSF’s proposed investment seeks to boost production capacity, introduce advanced technologies, and create new jobs, reaffirming the company’s long-term commitment to the state.

The TSF officials described Punjab as an investor-friendly destination, citing efficient government facilitation, a skilled workforce, and reliable power supply as key factors behind their decision to expand. The company said it looked forward to continued support from the state government and Invest Punjab as it moves ahead with the project.
