Plot to Kill Pannun: Enquiry committee submits report and recommends action, says Home Ministry

A high-powered enquiry committee set up by the Indian government in November 2023 has submitted its report on the alleged plot to assassinate Gurpatwant Singh Pannun, a designated terrorist Sikh designated terrorist in India. The investigation followed inputs from U.S. authorities concerning threats from organised criminals, terrorist groups, and drug networks undermining security in both nations.

The Home Ministry said that the committee investigated leads provided by the U.S., conducted its own enquiries, and received full cooperation, including mutual visits between the two sides. Officials from multiple agencies were examined, and relevant documents were scrutinised. The committee has recommended swift legal action against an individual with criminal links uncovered during the probe.

In its findings, the committee also suggested systemic reforms to enhance India’s response capabilities and improve coordination in handling such threats.

The case gained prominence after U.S. authorities alleged a conspiracy to kill Pannun, an American-Canadian citizen and legal counsel for Sikhs for Justice, on U.S. soil. The matter was reportedly raised by President Joe Biden during his meeting with Prime Minister Narendra Modi at the G20 summit in New Delhi last September.

The U.S. has expressed concerns over the nexus between organised criminals, gunrunners, and terrorists, stressing the importance of bilateral cooperation. Both governments have pledged to pursue necessary follow-up actions to address the threats.
