India and Kuwait have reaffirmed their commitment to combating terrorism, enhancing security, and expanding bilateral cooperation across multiple sectors during Prime Minister Narendra Modi’s maiden visit to Kuwait on December 21-22. Both nations unequivocally condemned terrorism, including cross-border activities, and called for dismantling terror financing networks and infrastructure. They pledged to enhance counter-terrorism collaboration through intelligence sharing, cybersecurity initiatives, and capacity-building efforts.
Prime Minister Modi attended the opening ceremony of the 26th Arabian Gulf Cup as the ‘Guest of Honour’ at the invitation of Kuwait’s Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. Prime Minister Narendra Modi received Kuwait’s highest civilian honour, the ‘Mubarak Al-Kabeer Order,’ during a ceremony at Bayan Palace. The award was presented by Kuwaiti Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah.
The two sides signed a Memorandum of Understanding (MoU) on defence cooperation, which includes joint military exercises, maritime safety, and the development of defence equipment. Health and pharmaceutical collaborations were also discussed, with India proposing the establishment of manufacturing plants in Kuwait.
India welcomed Kuwait’s membership in the International Solar Alliance, which aims to advance global solar energy deployment. Both sides emphasized the importance of technology cooperation, focusing on semiconductors, artificial intelligence, and e-Governance.
Cultural and educational ties were strengthened with the renewal of the Cultural Exchange Programme for 2025-2029 and agreements on sports cooperation and educational linkages. Discussions on civil aviation aimed to address bilateral flight seat capacities.
Kuwait expressed interest in investments in India’s food parks to bolster its food security. Both nations reiterated their commitment to fostering people-to-people connections and pursuing sustainable energy solutions.
