Himachal Governor warns against delay in panchayat polls

A political confrontation has erupted in Himachal Pradesh over the delay in panchayat elections, with the matter now reaching the Raj Bhavan. State Election Commissioner Anil Khachi on Friday submitted a sealed report to Governor Shiv Pratap Shukla on the status of the polls, prompting a sharp response from the Governor. Shukla said the report would be examined, but stressed that local body elections must be held on time to avoid “instability”. He questioned the differing positions of the government and district administrations, noting that ministers say polls will be conducted as scheduled, while officials in seven districts claim it is not feasible at present.

“Is the minister bigger, or the officer?” the Governor asked, urging the government and the State Election Commission to jointly resolve the issue and ensure timely elections. He added that just as a delay in assembly elections can destabilise a state, postponing panchayat polls could have similar consequences.

The Governor made the remarks in Shimla during the inauguration of Audit Week, organised by the Indian Audit and Accounts Department. He underscored the responsibility of the audit institution in ensuring transparency, accuracy and the proper use of public funds, saying that clear and credible audit reports have often influenced political outcomes in India.

Governor Shukla also voiced serious concern over the law-and-order situation in the state, citing two shooting incidents within 24 hours as “alarming” for a region known for its peace. On the state’s anti-drug campaign, he said awareness efforts were showing results and tougher measures were now being implemented. “It is everyone’s responsibility to preserve the sanctity of Devbhoomi Himachal,” he added.
